Of Witley Court, Worcestershire. By 1675 he had acquired ninety-seven leases and partnerships, expanding into the Forest of Dean. By 1670 the Foley family had under it's control mines, woodlands, furnaces, forges, slitting mills, a wire works and warehouses. MP 1659-60.
Thomas married Anne Browne, daughter of John Browne and Unknown. (Anne Browne was born in 1619.)
