Educated at Kensington School and Peterhouse College, Cambridge; B.A. 1861; M.A. 1864. Called to the Bar, 17 November, 1874. Assistant Commissioner and Registrar of Schools Enquiry Commission, 1866-1869; and of the Irish Primary Education Commission, 1868; of the Endowed Schools Commission, 1869-1874. Secretary, then Commissioner of the Charity Commission, 1875-1896. Assistant Comptroller and Auditor, 1896-1900; Comptroller and Auditor-General, 1900-1904. C.B., 1902.
