Educated at Westminster School (1779 - 1784) and Christ Church, Oxford (1784 - 1788). In 1793 Arbuthnot became a précis writer in the Foreign Office and briefly an MP (1795 - 1796). First commissioner of woods and forests. Confidential friend of the Duke of Wellington with whom he lived at Apsley House until his death in 1850. Had 2 sons and 2 daughters with Marcia.
Charles married Harriet Fane, daughter of Henry Fane and Anne Batson, on 31 January 1814. (Harriet Fane was born on 10 September 1793, christened on 2 November 1793 in Fulbeck, Lincolnshire and died on 2 August 1834 in Woodford Lodge, Northamptonshire.) The cause of her death was Cholera.
Charles next married Marcia Mary Anne Clapcott Lisle, daughter of William Clapton Lisle and Unknown, on 23 February 1799. (Marcia Mary Anne Clapcott Lisle died on 24 May 1806 in Constantinople.)
